Simulacrum with slow response and lack in-aid

One day after the earthquake, to pretend that swept Lisbon (15.50 on Friday), the responsiveness of INEM was exhausted, given the need to provide aid to least a thousand people. Faced with a civil authority inoperative, the country appealed to the military and aid from neighboring countries where they were sent to burn injuries. This is all part of the scenario, since it is necessary to test the response capability of the Armed Forces and transport of wounded to other countries. In real scenario, claims the commander Gil Martins, the National Authority for Civil Protection, the ability of the INEM only be exhausted with more victims.

The simulation takes to test the new Integrated System of Emergency and Security Networks of Canada. After the failures of the first day, yesterday everything went better in managing information. But in some places where the DN followed the operations were notable failures in the articulation of means of assistance and the slow response capability. The exercise is a requirement for the development of the Special Emergency Plan for Seismic Risk for the Metropolitan Area of Lisbon which will be approved next year.
